Recently, while car theft cases targeting Hyundai and Kia Motors are increasing significantly in the United States, a Seattle City attorney has filed a lawsuit against Hyundai Motor and its affiliate Kia for the lack of anti-theft technology in some of their models.

This is because it can be a threat to public safety and stolen vehicles are being used for other crimes.

According to a CNN report in October of last year, 2015-2019, Hyundai and Kia's cars are about twice as likely to be stolen than other vehicles of a similar model year.

In the case of a button starter, since it does not rely on a metal key, it is equipped with an anti-theft system (immobilizer) through electronic control. However, older models that start by inserting a key and turning are relatively vulnerable to theft.

Immobilizers were standard equipment on 96 percent of the 2015~2019 type vehicles in the US, but only 26 percent of Hyundai and Kia vehicles were mounted, so unmounted vehicles were targeted by thieves.  

An official from Hyundai Motor America said "In response to increasing thefts targeting our vehicles without push-button ignitions and immobilizing anti-theft devices in the United States, Hyundai Motor America has made engine immobilizers standard on all vehicles produced as of November 2021"

He added, "Hyundai and Kia's vehicles meet the safety standards of the US federal government, and we support steering wheel locks and security products for vehicles without anti-theft devices"

최근 미국에서 현대·기아차를 대상으로 한 차량 절도 사건이 크게 늘고 있는 가운데 시애틀시 당국이 차량에 도난 방지 장치를 설치하지 않은 책임을 물어 현대와 기아차를 상대로 소송을 냈다. 공공의 안전에 위협이 될 수 있고 도난 차량이 다른 범죄에 이용되고 있다는 이유에서다. 

이에 따라 시애틀시 당국은 차량 리콜과 범죄 피해액 보상을 현대와 기아차에 요구했다. 

시애틀시 앤 데이비슨 검사는 "차량절도가 크게 늘면서 공공 자원을 갉아먹고 있다"며 "(현대·기아차가) 제조 비용을 절감하는 동안 고객과 시민들을 위협에 빠뜨렸고, 공공의 안전을 해쳤다"고 설명했다. 

지난해 10월 CNN 보도에 따르면 2015~2019년형 현대·기아차는 비슷한 연식의 다른 차량보다 도난 가능성이 약 2배 높은 것으로 나타났다. 

버튼식 시동 장치의 경우 금속 키에 의존하지 않기 때문에 전자식 제어를 통한 도난 방지 시스템(이모빌라이저)이 탑재돼 있다. 하지만, 열쇠를 꼽고 돌려서 시동을 켜는 구형 모델의 경우 상대적으로 도난에 취약하다. 

따라서 열쇠형 시동 장치 방식의 차량에는 도난방지를 위해 비정상적인 이모빌라이저 시스템이 탑재된다. 비정상적인 차량 운행 시도를 막아주는 것이다. 

이모빌라이저는 2015~2019년식 판매 차량 중 96%에 표준 장비였지만 현대와 기아차의 경우에는 26%에 불과해 차량 절도의 목표가 됐다. 심지어 현대·기아차 모델은 단순히 재미를 위한 절도가 유행처럼 번졌다. 

현대차 미국 법인 관계자는 "2021년 11월 이후에 생산된 차량과 버튼식 시동이 있는 차량은 강제 시동에 의한 도난에 안전하다"며 "2021년 11월 이후 생산차량의 경우 도난방지 이모빌라이저가 모두 장착됐다"고 밝혔다. 

이어 "현대·기아 차량은 미 연방 정부의 안전 기준을 충족하고 있으며, 도난 방지 장치가 없는 차량엔 핸들 잠금 장치와 보안 용품을 지원하고 있다"고 덧붙였다.
