앞으로 싱가포르를 경유해 유럽연합 국가로 입국하는 여행객은 면세주류·액체·에어로졸(LAGs)과 같은 상품을 싱가포르 이전 국가에서 구매했을 경우 해당 구매 상품의 유럽 반입이 금지된다. 이 규정은 지난 14일부터 적용됐다.
싱가포르 항공사들은 지난 주말 새롭게 적용된 규정에 대해 여행객들에게 공지했으며 이러한 규정이 유럽연합보안 요구 사항을 준수하기 위한 조치라고 전했다.
아시아 태평양 여행소매협회(APTRA)에 따르면 이번 조치가 유럽연합과 싱가포르가 맺은 원스탑 보안 검색 규정에 근거한 것으로 알려졌다.
아시아 태평양 지역과 특히 호주와 뉴질랜드에서 싱가포르 창이공항을 경유해 유럽으로 입국하는 여행객은 과거 소지한 수하물에 대해 창이공항 보안 검색을 거치지 않고 유럽 연결 항공편으로 바로 환승할 수 있었다.
하지만, 수정된 규정에서는 싱가포르에서 유럽으로 출발하는 모든 항공편에 적용돼 창이공항 면세점이나 기내에서 구매한 면세 주류와 액체류만이 별도의 구매보안 증명 백에 보관해 목적지에 반입할 수 있게 된 것이다. 싱가포르 경유 전 면세점에서 구매한 LAGs는 반입이 불가능하다.
새로운 규정이 지난 14일부터 적용됨에 따라 싱가포르 도착 전 다른 국가 면세점에서 구입한 LAGs 제품의 수하물 반입이 불가능해 싱가포르를 제외한 아시아 태평양 지역 면세점 매출 타격은 불가피해 보인다.
단, 유럽연합에서 탈퇴한 영국 입국자에 대해서는 새로운 규정이 적용되지 않는다.
■Industry blow as EU-bound travelers restricted from transiting with duty-free LAGs at Changi Airport
In a move that has big implications for duty-free retailers across the Asia Pacific (and Australia and New Zealand in particular), passengers transiting at Singapore Changi Airport for a Europen Union-bound flight can no longer take duty-free liquids, aerosols, and gels (LAGs) purchased on an earlier sector of their journey. The new rules took effect on 14 November.
According to the Asia Pacific Travel Retail Association (APTRA), the context dates back to 6 February 2018, when the EU and Singapore signed a one-stop security agreement. This allows passengers coming from Singapore Changi Airport, with cabin and hold luggage, to transfer onto a connecting flight in EU and European Economic Area airports without having to undergo security checks for a second time.
The revised arrangements affect flights to all EU destinations from Singapore. Only duty-free alcohol, liquids, aerosols, and gels purchased at stores airside at Changi or onboard flights from Changi to the EU, can be brought to EU destinations. These must be housed in security tamper-evident bags with proof of purchase.
Singapore Airlines confirms the news which will have serious repercussions for airport retailers selling goods to passengers who later transit through Changi.
