The important issues of the day were discussions on the pending issues such as the end of reduction and exemption of rent in early January next year, and the conversion of airport duty-free shop rent to frozen rents.
Through this meeting, it was revealed that the Covid19 pandemic has adverse effects on all industries, and particularly, brought the worst situation to the travel & duty-free industry. It is analyzed that the number of airport users decreased by 95%, and the profits of large duty-free shops and small and medium-sized duty-free shops fell to the worst level.
Reflecting this reality, the government decided to reduce the rent of airport duty-free shops from March 2020 to December this year. In addition, at the time of 2020, the government announced that it would stop rent reduction when passenger demand recovers by more than 80% compared to the same month in 2019 while giving reduction benefits.
However, based on the airport corporation's passenger demand forecast (80% recovery), the government decided to limit airport rent reduction to the end of this year and end rental support from January next year. Instead of suspending rent reduction, the government informed the duty-free industry of its decision to implement a 'special reduction system'.
In response, the Small and Medium Duty-Free Shop Association raised questions about the basis of the original prediction that Incheon International Airport Corporation would recover 80%. The rent increase that must be paid from next year is now real.
Cho Seong-min, chairman of the Small and Medium Duty-Free Shop Association, said, "As of November, the recovery rate of international passenger demand was 48% based on outbound passengers, which is lower than the airport corporation's forecast"
He continued, "Currently, the sales recovery rate of small and medium-sized duty-free companies is not keeping up with the passenger demand recovery rate of less than 20% as of November compared to 2019"
Small and medium-sized duty-free businesses are concerned that "if they pay frozen rents from January next year, their profitability will deteriorate due to the widening deficit due to the rapid increase in fixed costs, which could lead to an employment collapse" The Duty-Free Shop Association insisted, "We have endured through large-scale staff reduction to operate the duty-free store for three years during the Covid19 pandemic."
"At this point when passenger demand is recovering little by little, the conversion to fixed rent makes it difficult for small and medium-sized duty-free shops to normalize, and they have no choice but to give up maintaining employment" he complained.
The duty-free industry is raising doubts about whether the special discount benefit will have a practical support effect.
Incheon Airport is equally frustrated. Ryu Jin-Hyung, head of Incheon Airport's operation headquarters, said, "After the pandemic, the number of users decreased by 95% on April 2020, and the cumulative deficit from March 2200 to the present is 1.7 trillion won. This year alone, the deficit is over 500 billion won" He also said, “The rent reduction was supposed to end at the end of June, but it was extended for another six months.”
Currently, the duty-free industry is gridding up its loins together, such as voluntary retirement due to the economic downturn next year and difficulties in recovering passenger numbers. As a result, duty-free shop workers are driven to the point where even employment is at risk due to the economic recession. ■면세점연합회, 국회 간담회 23일 열려...임대료 지원 종료 등 각종 현안 거론돼 [KDF dutyfree]
'국제공항 산업의 환경변화에 따른 대응 전략'을 주제로 한 간담회가 23일 오후 여의도 국회의원회관 제3간담회의실에서 열렸다. 이 자리에는 국토부, 인천공항공사, 한국항공대, 중소중견면세점연합회 등 유관 기관과 업계가 참여해 활발한 의견을 교환했다.
이어진 간담회에서는 이날 행사의 중요한 현안인 인천공항공사와 중소중견 면세점의 당면과제, 내년 1월 초순으로 다가온 임대료 지원 종료, 공항 면세점 임대료의 기존 고정임대료 전환에 대한 토론으로 이어졌다.
이번 간담회를 통해 코로나 위기는 모든 산업에 악영향을 미쳤고, 특히 항공산업과 면세점 사업에는 최악의 상황을 불러왔다는 것이 밝혀졌다. 공항 이용객은 95% 감소했고, 대형 면세점이나 중소중견면세점들의 수익은 최악의 수준으로 떨어졌다는 분석이다.
정부는 이런 현실을 반영해 공항 면세점 임대료를 '20년 3월부터 올해 12월까지 임대료 감면해 주기로 했다. 임대료 감면 전에는 고정 임대료를 납부했으나 현재는 품목별 영업료율을 매출액과 연동해 할인을 적용 중이다. 화장품 30%, 잡화 20%, 주류 34% 등이다.
또 지난 2020년 당시 정부는 감면 혜택을 주면서 향후 여객 수요가 2019년 동월 대비 80% 이상 회복 시 임대료 감면을 중단하겠다는 발표를 했었다.
정부는 공항 공사의 여객 수요 예측(80% 회복)을 바탕으로 공항 임대료 감면을 올해 말로 한정하고 내년 1월부터는 임대료 지원을 종료하기로 했다. 정부는 임대료 감면을 중단하는 대신 '특별감면제도'를 시행한다는 결정을 면세업계에 전달했다.
이에 중소중견면세점협회측은 당초 인천공항공사의 80% 회복할 것이라는 예측의 근거에 의문을 제기하고 나섰다. 당장 내년부터 내야 할 임대료 인상분이 발등의 불이 된 것이다.
중소중견면세점협회 조성민 회장은 "11월을 기준으로 국제 여객 수요 회복률은 출국객 기준 48%로 당초 공항 공사의 예측을 밑돌고 있다"며 "국제선 여객 중 가장 큰 비중을 차지하는 중국 노선의 정상화 시점도 전망할 수 없는 상황이다"라고 강조했다.
이어 "현재 중소중견면세업체의 매출 회복률은 '19년 대비 11월 기준 20% 이하 여객 수요 회복률을 못 따라가는 실정이다"라고 업계의 현실을 토로하고 있다.
중소중견면세업체들은 "내년 1월부터 고정임대료를 지불하게 되면 급격한 고정비 증가에 따른 적자 폭 확대로 수익성이 악화하고 이는 고용붕괴로 이어질 수 있다"고 우려했다. 면세점협회는 "코로나 팬데믹 3년간 면세점을 운영하기 위해 대규모 인원 감축을 하며 버텨왔다"고 주장했다.
이어 "여객 수요가 조금씩 회복되는 현시점에서 고정 임대료의 전환은 중소중견면세업체들의 정상화를 어렵게 할뿐더러 고용유지도 포기할 수밖에 없다"고 하소연했다.
면세업계는 특별감면 혜택 역시 여객 감소율을 40% 이상의 조건으로 달고, 여객 감소율의 50%만 감면해준다는 점에서 실질적인 지원 효과 있을지 의문을 제기하고 있다.
인천공항공사 측도 답답하기는 마찬가지다. 인천공항 류진형 운영본부장은 "코로나 팬데믹 이후 20년 4월 이용객 95% 감소, 20년 3월부터 현재까지 누적적자가 1조 7천억이며, 올해만도 적자가 5000억이 넘는다"라고 밝혔다. 또 "임대료 감면은 6월 말 끝내기로 했으나 6개월 더 연장한 것”이라고 말했다.
현재 면세업계는 내년 경기 침체와 여객 수 회복 난조로 희망퇴직을 단행하는 등 허리를 동여매고 나섰다. 이에 면세점 근무자들은 경기침체에 고용까지 위태로울 지경에 내몰리고 있다. 또 이번 간담회를 통해 면세업계의 절박한 사정이 정책에 반영되기를 기대하고 있다.
