On the 5th, GS E&C said, "As a contractor, we will feel responsible and do our best to deal with the accident" regarding the collapse accident in an underground garage in an apartment in Geomdan New Town, Incheon, in April. Previously, the Ministry of Land, Infrastructure and Transport announced the results of a special inspection of the accident site related to the collapse of the underground parking lot at the Incheon Geomdan apartment construction site this morning.

GS E&C said, "We deeply apologize for the anxiety felt by the prospective residents and the damage caused by the delay in moving in. We will also do our best to ensure the safety of the building."

"We will take all necessary measures to prevent a recurrence in the future to restore customer trust," said GS E&C

GS E&C added, "In particular, as a large-scale contractor, we completely sympathize with the natural expectation of pre-Residents that we must fulfill unlimited responsibility unconditionally for the entire design and construction process."

GS E&C said, "Even though this project was not ordered by us directly, unlike most projects, when the designer made a mistake on the most basic point, 'As long as it is a non-loaded structure, no matter what form it takes, reinforcement is added unconditionally. and, we have maintained that principle," 

In addition, GS E&C blamed itself for being unable to completely filter out the unusual design that lacked reinforcing bars and failing to prevent collapse by simply requesting a reexamination from the same designer.

In addition, GS E&C emphasized, "In addition, we will deeply reflect on the fact that we have not followed the basic principles or made other mistakes in the landscaping construction process, and we will make sure that we don't make the same mistakes again."

Lastly, "We consider the trust and honor of the Xi brand as the highest value, and we will fully reconstruct the entire Geomdan complex by reflecting the public opinion of prospective movers and pay all compensation for the delay in moving in." "Through this, we want to improve our posture and take a step forward as a truly loved Xi brand."

The industry cited GS E&C's response to the collapse of the 'Hwajeong I-Park' of HDC (Hyundai Development Company) in Gwangju last January as a comparative example.

At the time, HDC, the construction company, accumulated more than 370 billion won in provisions for the cost of handling the accident. HDC CEO Kwon Soon-Ho sincerely apologized, saying, "I will do my best to prevent the unfortunate thing from happening again." He must have felt bad about it.

Suppose GS E&C's Geomdan Apartment, scheduled to move this December, is completely demolished and reconstructed. In that case, The occupants cannot reside in their new home until at least 2028. 

GS E&C issued an apology on the same day, but there was no direct apology from Vice Chairman Lim Byeong-Yong.

GS건설은 지난 4월 인천 검단 신도시 한 아파트 지하주차장에서 발생한 붕괴사고 관련해 5일 "시공사로서 책임을 통감하고 사고 수습에 만전을 기울일 예정"이라고 밝혔다. 앞서 국토교통부는 이날 오전 인천 검단 아파트 건설현장의 지하주차장 붕괴사고 관련 사고현장 특별점검 결과를 발표했다.

GS건설은 "입주예정자들이 느낀 불안감과 입주 지연에 따르는 피해에 대해 깊은 사과를 드린다"며 "또 건물 안전 확보를 위해 필요한 사안에 만전을 기하겠다"고 했다.

이어 "앞으로 재발방지를 위해 필요한 모든 조치를 취해 고객 신뢰를 회복하도록 하겠다"며 "나아가 저희 회사를 사랑해 주시는 모든 고객분들과 관계당국 그리고 발주처에도 깊은 사과를 드린다"고 말했다.

그러면서 "특히 저희는 대형시공사로서 설계, 시공 전 과정에 대해 무조건 무한책임을 다해야 마땅하다는 고객들의 당연한 기대에 이의 없이 전적으로 공감한다"고 덧붙였다.

GS건설은 "비록 이번 프로젝트가 대다수 프로젝트와 달리 당사가 설계를 직접 발주한 것은 아니지만 설계사가 가장 기본적인 사항에 대해 실수를 범했을 때 '무량판 구조인 이상은 어떤 형태를 취하더라도 무조건 보강근을 더하여 시공한다'는 원칙을 견지해 왔다"고 설명했다.

아울러 "그럼에도 보강근이 결여된 이례적인 설계에 대해 완벽하게 걸러내지 못한 점, 그리고 동일한 설계사에 단순한 재검토를 의뢰하는 안일한 대처로 붕괴를 막지 못한 것은 부끄러운 실수다"고 자책했다.

또 "그 밖에 조경 시공 과정에서 기본 원칙을 지키지 못했거나 기타 실수를 저지른 점도 깊이 반성하고 동일한 실수가 반복되지 않도록 하겠다"고 강조했다.

업계에서는 GS건설은의 대응을 두고 지난 지난해 1월 광주광역시 HDC(Hyundai Development Company)의 '화정아이파크' 붕괴사고를 비교사례로 들었다. 

당시 시공사인 HDC는 사고수습 비용으로 3700억원이 넘는 충당금을 쌓았다.  HDC 권순호 대표이사는 “절대 일어나서는 안 될 불행한 일이 다시 일어나지 않도록 최선을 다하겠다”며 고개 숙여 사죄했다. 최소한의 기업 양심은 내려 놓지 않은 셈이다. 

올해 12월 입주예정이던 GS건설의 검단 아파트도 전면 철거 후 재시공을 거치면 적어도 5년 이상 입주가 미뤄진다. 

GS건설은 이날 사과문을 발표했지만, 임병용 대표이사 부회장의 직접적인 사과는 없었다.
